Enemies does not exist until you you have the means to defeat one. Once the means is available that's where the invention begins, any excuse will do.
It is in the heart, if the person is a murderer in the heart he will always has the urge to carry it out by picking the softer opponent. Kind of when the US soldiers commit massacres in Kabul neighborhood not long ago. Pick the soft one and unawares. Just happen now in Iraq, invent the enemy, the soft target and shoot them, bomb them, run over them, drag them whatever the method. It is there in the heart. Same in Pakistan many times over. When the government protest it they just say "they were Al qaida". Or any excuse will do, does it really matter of who is who?
