There are 187 names here in this link. To pardon someone or to convict someone, by right you should know who he/she is and whatever the allege crimes are. Therefore logic tells me that Bill Clinton knew these 187 personals and thoroughly read the related matter. If not - therefore this pardon is tradable goods for money owner to buy - which is available for those closely associated to the President. 
They just told him: Sign here Mr President, here and here and here and here. 

Point it to me that this is not so.
