the continuation of American pressures andthreats over the past 34 years simultaneous with offers of negotiations showstheir lack of good will.

The Supreme Leader of the Islamic Revolutionreferred to the vigilance and courage of the Iranian nation in the face ofdeceptive moves, further reiterating: "The dear, wise and steadfast peopleof Iran will enter the arena on the 22nd of Bahman with unity and they will,once more, foil the plot of the enemy to separate the people from the IslamicRepublic and the Revolution by initiating a national and revolutionarymove."

Ayatollah Khamenei referred to different plotsof the enemy such as launching coup d'états, provoking military conflicts,offering their full support to aggressors, waging hard and soft wars, exertingpressures by establishing an evil media empire and imposing strict sanctions.He added: "They have done everything in their power to make our people hopeless,lose their trust in Islam and the Islamic Republic and disappear from thescene. But, by Allah's favor, the people have become happier, more active andmore loyal."

His Eminence discussed the efforts of someAmerican officials to pit the people against the Islamic Republic by imposingmore strict sanctions, further stressing: "Our nation has always respondedto these words through the annual rallies on the 22nd of Bahman and this yearthey will do the same."

He described wisdom and vigilance as the key tosuccess and stated: "The people accurately read every move of theAmericans and the Zionists with vigilance and communal wisdom and they make nomistakes when they take actions and when they adopt positions. This fact is agreat national blessing."

The Supreme Leader of the Islamic Revolutionpointed to recent offers by American officials, announcing constantly that theyare prepared to negotiate with Iran. He reiterated: "These comments arenot new and they have repeatedly said these things at different junctures. Eachtime, the Iranian nation judged the Americans' offers according to theiractions."

Ayatollah Khamenei referred to the Americanswho said that the ball is in Iran's court, reiterating: "The ball is inyour court because it is you who should answer this question: does it makesense to speak about negotiations while you continue to exert pressures andmake threats?"

His Eminence said: "Negotiations are forthe sake of proving one's honest good will. You commit tens of dishonest actsand then you speak about negotiations. Can the Iranian nation believe that youare honest?"

The Supreme Leader of the Islamic Revolutionexplained the reasons behind the Americans' offer of negotiations. He stated:"Of course, we understand their need for negotiations. The Middle Eastpolicies of the Americans have failed and they need to play a trump card inorder to make up for this defeat."

He described the effort to drag the IslamicRepublic of Iran to the negotiating table as the American trump card, adding:"They want to say to the world that they have good will, but nobody hasseen any good will."

Ayatollah Khamenei referred to the Americanoffer of negotiations which was made 4 years ago, stressing: "At thattime, we announced that we will not prejudge and we will wait to see whataction they will take. But we saw nothing except for the continuation of theirplots, their assistance to those who started the fitna and their support forterrorists who killed the scientists of the Iranian nation."

His Eminence added: "As you said, youhave imposed crippling sanctions on the Iranian people in order to cripplethem. Does this show your good will or insincerity?"

He stated: "Negotiations are meaningfulwhen the two sides negotiate with good intentions and without planning todeceive one another. Negotiations should be on equal terms. Negotiations forthe sake of negotiations, tactical negotiations and their offer of negotiationsfor the sake of showing off as a so-called great power, are deceptive moves."

The Supreme Leader of the Islamic Revolutionreiterated: "I am not a diplomat. I am a revolutionary. For this reason, Isay openly, honestly and clearly that offers of negotiations are meaningfulwhen the two sides show their good intentions."

Addressing the Americans, Ayatollah Khameneisaid: "You point the gun at the people of Iran and say, negotiate or wewill shoot you. You should know that exerting pressures and making offers ofnegotiations are not compatible and our nation is not intimidated by thesethings."

Criticizing a number of simple-minded peopleor people with ulterior motives who express interest in the offer of America,His Eminence stated: "Negotiating with America will not solve any problemsbecause over the years they have not fulfilled any of their promises."

Organizing the coup detat of the 28th ofMordad against Dr. Mosaddeq while he had trusted the Americans and givingcontinuous support to the oppressive and dictatorial Pahlavi regime are twoexamples that Ayatollah Khamenei mentioned in order to illustrate the behaviorof Americans towards the people of Iran.

He added: "During a certain period afterthe Revolution, some officials trusted the Americans, but then they describedIran as the axis of evil and they hurled a big insult at the Iraniannation."

The Supreme Leader of the Islamic Revolutionreiterated: "Taking these experiences and these facts into consideration,we stress that negotiations and pressures are two different paths. The Iraniannation will not accept negotiations under pressures and threats, with those whomake threats."

His Eminence added: "Whoever wants tohelp America re-establish its domination and whoever acts against nationalinterests, against the progress of the country and against nationalindependence, will be held responsible by the people and even if I act againstthis public demand and I will be faced with the people's complaints."

Ayatollah Khamenei described the people ofIran as patient and peaceful people, further reiterating: "We have relationswith any country which has not hatched plots against Iran and we believe thisserves our national interests."

He referred to the big movement of the peopleof Iran as a movement which is in line with promoting the interests of Iran,the Islamic Ummah and the human community. He stated: "By Allah's favor,our nation will help the Islamic Ummah reach the peak of glory."

The Supreme Leader of the Islamic Revolutionsaid that preserving wisdom and unity will prepare the ground for thecontinuation of dignity and national progress

The Supreme Leader of the IslamicRevolution stressed that the main reason the Iranian nation does not waver inthe face of the pressures of global powers such as the sanctions, is thereligious faith of the people, further reiterating: "Since a few monthsago, they have imposed sanctions which were claimed to be crippling and theyeven imposed a new round of sanctions just a few days before the 22nd ofBahman. They did these in order to break the will of the people, but theIranian nation responded by participating in the rallies on the 22nd of Bahmanmore enthusiastically than previous years."

Ayatollah Khamenei stressed:"The enemies have taken a passive role in the face of the faith, firmdetermination, wisdom, courage and patience of the Iranian nation and as aresult, they make irrational moves."

Referring to the behavior andstatements of American politicians, His Eminence described them as unreasonableand thuggish people who contradict themselves. He stated: "The Americansexpect the others to give in to their unreasonable demands and their bullying,as a number of people have given in to their demands. But the Iranian nationand the Islamic Republic do not give in because they have the ability to reasonand they have power and authority."

He gave examples of the irrationalpositions and moves of American politicians and western governments whichfollow them, further adding: "They claim that they are committed to humanrights and they have raised the flag of human rights in the world. But, inpractice, they inflict the most serious harm to human rights and they hurl thebiggest insult at human rights by creating disasters such as the ones inGuantanamo and Abu Ghraib and the slaughter of the people of Afghanistan andPakistan."

The Supreme Leader of the IslamicRevolution described their claim to combat nuclear weapons as another exampleof the irrationality of the Americans and the contradiction between their wordsand actions. He added: "Based on this claim, the Americans attacked Iraq11 years ago. But it became clear that this claim was false in essence."

Ayatollah Khamenei reiterated:"Despite this claim, American politicians support the evil Zionist regimewhich is equipped with dangerous nuclear weapons."

His Eminence described the claim tosupport democracy as another false statement made by the American politicians:"On the one hand, they make this claim and on the other hand, theyconstantly confront Iran which has the most genuine democracy in the region."

He stressed: "The Americansclaim to support democracy while they support countries in the region which donot know the first thing about democracy and in which the people have not seenballot boxes even once."

The Supreme Leader of the IslamicRevolution said that the Americans' claim to be prepared to negotiate with Iranin order to resolve the issues is another example of the contradiction betweenthe words and actions of the American politicians, further reiterating:"This claim is made while the Americans say inappropriate and false thingsabout Iran and they resort to sanctions and pressures in order to confront theIranian nation."

Ayatollah Khamenei pointed to thestatements of the American president, which were made a few days ago, sayingthat America is trying to prevent Iran from building nuclear weapons. Hereiterated: "If Iran had decided to build nuclear weapons, America wouldnot have been able to stop the Iranian nation in any way."

His Eminence added: "TheIslamic Republic of Iran has not decided to build nuclear weapons and thisdecision is not because of America's concern. Rather, this decision is based onthe belief that building nuclear weapons is a crime against humanity. Besidesstressing that they should not be produced, it demands that the existingnuclear weapons be wiped out."

He stressed: "The American'sclaim that Iran is building nuclear weapons is deceptive talk."

The Supreme Leader of the IslamicRevolution stated: "On the nuclear issue of Iran, the argument is notabout nuclear weapons. Rather, they want to deny Iran its natural and absoluteright to enrich uranium and use nuclear energy for peaceful purposes. Ofcourse, they will not succeed in preventing the Iranian nation and our nationwill fulfill its objective which is based on its absolute right."

Ayatollah Khamenei stressed:"Efforts to violate the rights of the Iranian nation is a clear example ofthe irrationality of the Americans. Therefore, one cannot use logic when hespeaks to the irrational and thuggish side."

His Eminence said: "During thepast 34 years, the Islamic Republic of Iran has clearly understood - throughits involvement in different global issues - who its opposing side is, how hebehaves and how it should be confronted."

He said that on the issue ofnegotiations, the Americans are trying to mislead public opinion in the world,in the region and in Iran by relying on media networks which are under thedomination of the Zionists and the Americans, further adding: "The globalmedia network either does not reflect our statements or it reflects them in anincomplete or distorted way. Therefore, I speak to the people of Iran."

The Supreme Leader of the IslamicRevolution said that the main purpose of American politicians in making anoffer of negotiations is creating hype about surrender of the Iranian nationand the Islamic Republic, further reiterating: "They want to show Muslimnations - which have just gained strength in the region - that the IslamicRepublic of Iran came to the negotiating table despite its intensedetermination and resistance. Therefore, these nations have no options exceptfor surrendering."

Ayatollah Khamenei stated: "Ofcourse, since many years ago, those who sought domination have tried to dragIran to the negotiating table and make it deal with them in order to makeMuslim nations hopeless. Now, they are pursuing the same goal by publicizingthe idea of non-political negotiations. But the Islamic Republic of Iranunderstands what their goals are by keeping its eyes open and it respondsaccording to these goals."

His Eminence pointed out that in theeyes of the Americans and westerners, the true meaning of negotiations isaccepting what they say at the negotiation table, further adding: "Byadopting the same irrational viewpoint, they say in their propaganda that theyshould directly negotiate with Iran in order to make it stop producing nuclearenergy and satisfy it with enriched uranium. But, if they had wanted to startgenuine and reasonable negotiations, they should have said, let us negotiate sothat Iran can give its own reasons and so that issues will be examined in afair way."

He reiterated: "This kind ofnegotiation does not serve any purpose. It will not reach any results. Even ifIran accepts to negotiate and even if the officials sit and negotiate with theAmericans, what kind of negotiation is this when their goal is this [makingIran surrender and making Muslim nations hopeless]?"

The Supreme Leader of the IslamicRevolution referred to the Americans' move to break off negotiations wheneverthey have nothing to say in the face of Iran's reasonable statements:"During the past 15 years, the Americans requested Iran to negotiate withthem two or three times, stressing that negotiations are very necessary, urgentand vital. One or two executive officials went and negotiated with them. But assoon as they had no response to Iran's reasonable statements, they broke offnegotiations. And by using their global media networks, they pretended thatIran had broken off the negotiations."

Ayatollah Khamenei said that theAmericans' propaganda about lifting sanctions if Iran negotiates with Americais a false promise. He added: "They naively imagine that our people areexhausted by the sanctions, and when they hear about this promise, they becomeeager to negotiate with America and they pressure the officials of thecountry."

His Eminence reiterated: "Infact, this promise is one of the same deceptive statements of the Americans andit shows that they are not after genuine and fair negotiations. Rather, thatthey are pursuing the goal of making the Iranian nation surrender. If theIranian people had wanted to surrender to the Americans, they would not havecarried out a revolution."

Explaining why the Americans'promise to lift sanctions if Iran accepts to negotiate is false, he stressed:"the aim of the sanctions is, as they have repeatedly said, to exhaust theIranian nation and to make it separate from the Islamic Republic. Therefore,even if negotiations are conducted but our people stay present on the scene andstand up for their rights, sanctions will continue."

The Supreme Leader of the IslamicRevolution stated: "The Americans believe that the Islamic Republic relieson the people and if they separate the people from the Islamic Republic withsanctions, the power to resist will be taken away from the Islamic Republic.The first part of this statement, that the Islamic Republic is dependent on themasses of the people, is accurate. But the second part, that pressures andsanctions will bring the people to their knees and will separate them from theIslamic Republic, is completely false and it is based on misapprehension."

Ayatollah Khamenei added: "Ofcourse, the Iranian nation is looking for blossoming, progress and completeprosperity. But, it does not want to achieve this goal by being humiliated.Rather, it wants to pursue this goal with wisdom, determination and courage. Itwants to achieve this goal by relying on its own resources, particularly byrelying on the talented youth of Iran."

His Eminence pointed to theastonishing achievements of the Iranian nation and he compared the Iraniannation with nations and countries which have surrendered to America, furtheradding: "Sanctions bother people. But there are two ways to approachsanctions: either people should surrender and show repentance before globalbullies like week nations. Or, like the brave people of Iran, they shouldincrease their capabilities, rely on their own capacities and pass through thedanger zone with dignity and strength."

He added: "Undoubtedly, thepeople of Iran have chosen the second way and they will pursue it. By Allah'sfavor, they will turn sanctions into an opportunity for growth andblossoming."

The Supreme Leader of the IslamicRevolution said that the people's enthusiastic presence in the rallies on the22nd of Bahman does not signifies that the people are not complaining about thehigh prices and the problems, further adding: "The people, particularlythe underprivileged classes, truly feel the hardships. But they do not separatethemselves from the Islamic Republic because they know that the IslamicRepublic and the dear Islam are the powerful hands which can solve theproblems."

Ayatollah Khamenei stressed:"Contrary to American politicians, the Islamic Republic and the people ofIran are reasonable. Therefore, if they see that the other side speaksreasonably, they will respond appropriately."

His Eminence stated that if Americastops bullying and doing evil deeds, if it respects the rights of the Iraniannation, if it stops interfering in the internal affairs of Iran - like theinterference by supporting those who started the fitna in 1388 - and if they avoidfueling the fire of discord in the region, it can prove that Americanpoliticians have good will.

He reiterated: "If such a thinghappens and if the Americans show, in words and actions, that they are notirrational, then they will see that the Islamic Republic and the people of Iranare well-wishing, reasonable and cooperative."

The Supreme Leader of the IslamicRevolution stressed: "The only way to establish relations with the IslamicRepublic of Iran is this and if such a thing happens, the American governmentwill receive an appropriate response."
