(Quran 9:60)
"The offerings (Zakah) given for
the sake of God are meant only for the poor and the needy, and
those who are in charge thereof, and to attract the
hearts of those who have been inclined (towards Islam);
and for the freeing of human beings from bondage, and for
those who are over burdened with debts, and [for every
struggle] in God's cause, and for the wayfarer: this is an
ordinance from God - and God is all-knowing, wise."

Zakat for Da'wah and Public
Welfare Programs
There are a number of
jurists of this century, such as Sheikh Muhammad 'Abduh, Rashid
Rida, Maulana Mawdudi, Amin Ahsan Islahi, Yusuf Al-Qaradawi and
some Fatwa organizations in Kuwait and Egypt, who are of the
opinion that the phrase 'in the cause of Allah' covers a broad
category. It is a general term and it should be applied in all
those situations where there is a need to serve Islam and
Muslims.
These scholars consider
it permissible to use the Zakah money to finance the Da'wah and
public welfare programs.
